• Amends Alabama Code Sections 2-23-2 and 2-23-4 to add "Relative Neutralizing Value" (RNV) as a defined term and new labeling requirement for agricultural liming materials.

• Defines RNV as a calculation using calcium carbonate equivalent and fineness to represent the effectiveness of agricultural liming materials.

• Requires agricultural liming materials sold or imported into Alabama to display the RNV on labels and delivery slips using the formula: RNV=CCE x [(0.5 x A) + (1 x B)], where A is the percent of lime passing through a 10-mesh screen but not 60-mesh, and B is the percent passing through a 60-mesh screen.

• Reorganizes and renumbers existing definitions in Section 2-23-2 relating to terms used for agricultural liming materials.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
