• Appropriates $65,559,353 from the Education Trust Fund Advancement and Technology Fund to public institutions of higher education for fiscal year ending September 30, 2020, distributed among 16 universities and the Alabama Community College System.

• Appropriates $176,983,575 from the Education Trust Fund Advancement and Technology Fund to the Department of Education, Alabama Institute for Deaf and Blind, Youth Services School Districts, Alabama School of Fine Arts, and Alabama School of Math and Science, allocated to local school boards across all Alabama counties and municipalities.

• Allocates $2,000,000 of the education funds to the Ed Farm Classroom of Tomorrow program for teacher professional development, technology tools, and instructional improvement services, with a required progress report to legislative committees by October 1, 2021.

• Transfers $15,000,000 from the Education Trust Fund Advancement and Technology Fund to the Education Trust Fund at the end of fiscal year 2020 to reimburse first-year debt service costs for the Public School and College Authority bond issue under Senate Bill 242.

• Allows unexpended funds to carry forward to the next fiscal year rather than revert, and becomes effective immediately upon passage and approval.
