Appropriates $947,147 from the Education Trust Fund to Talladega College in Talladega, Alabama for the fiscal year ending September 30, 2021.

Appropriation is subject to provisions of the Budget and Financial Control Act (Code of Alabama 1975, Sections 41-4-80 et seq.) and The Budget Management Act of 1976 (Sections 41-19-1 et seq.).

Requires Talladega College to submit an operations plan for fiscal year 2021 with goals and measurable performance indicators, and an audited financial statement for fiscal year 2019 before funds are released.

Requires quarterly reports comparing actual expenditures and accomplishments to planned amounts, and an end-of-year performance report detailing work accomplished, services provided, and costs.

Act becomes effective October 1, 2020, and all required reports must be forwarded to the Legislative Council by the Director of Finance.
