Appropriates $40,427,150 from the Children First Trust Fund for fiscal year ending September 30, 2021 to various child-focused agencies including Department of Human Resources ($11,000,000), Department of Youth Services ($8,107,318), and other entities per Section 41-15B-2.2.

Requires tobacco settlement revenues designated for the Children First Trust Fund to be deposited within 30 calendar days of receipt and directs State Director of Finance to notify agencies in writing of anticipated allocations prior to September 1, 2020.

Mandates quarterly allocation of at least one-fourth of each agency's appropriation when tobacco revenues are available, with allocations made within five working days of quarter commencement and conditioned upon receipt of tobacco funds.

Appropriates an additional $53,148,004 from other tobacco settlement funds for fiscal year ending September 30, 2021 to entities including Alabama Medicaid Agency ($33,229,330) and 21st Century Debt Service ($16,000,000).

Transfers from Children First Trust Fund to State General Fund during fiscal year 2021 the portion of receipts currently allocated for State Board of Education; allows conditional appropriation of additional tobacco revenues upon recommendation of Director of Finance, relevant legislative committee chairs, and Governor approval.
