HB22 Summary

• Amends Section 41-16-72 of the Alabama Code to delete the exemption allowing state entities to procure professional services without competitive bidding based on "convenience" during declared emergencies.

• Maintains the ability to procure professional services from any qualified provider during emergencies affecting public health, safety, or economic welfare, but only when the emergency is declared in writing under oath to the Governor and Attorney General.

• Removes "convenience" as a standalone justification for bypassing competitive bidding procedures, requiring instead that emergency declarations address specific public health, safety, or economic welfare concerns.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
