Establishes a special issuance fee of $0.25 collected by the Calhoun County License Commissioner on each motor vehicle registration renewal, in addition to all other fees and charges.

Authorizes the License Commissioner to retain and expend collected fees for office improvements, equipment purchases, technology development, preservation and storage of registrations and licenses, and other administrative necessities.

Prohibits fee proceeds from being allocated for salary or living expenses of the license commissioner, and requires fees to be deposited in a segregated county bank account.

Mandates that expenditures be audited by the Department of Examiners of Public Accounts with records open to the public on a continuous basis, and allows unexpended funds to carry over year-to-year.

Becomes effective immediately upon passage and approval by the Governor.
