• Requires all drycleaning facility owners, operators, and wholesale distributors to participate in the Alabama Drycleaning Environmental Response Trust Fund program and register their sites by January 1, 2021.

• Allows former owners or operators of drycleaning facilities to obtain coverage by paying an annual registration fee of $500 per year.

• Changes registration fee structure from two percent to one percent of gross receipts, with a maximum annual fee of $25,000 per owner or operator.

• Increases deductible amounts for coverage: from $10,000 to $25,000 for owners/operators and impacted third parties, and to $50,000 for wholesale distributors and abandoned facility owners, effective July 1, 2020.

• Establishes spending caps: $250,000 per fiscal year per site and $1,000,000 per site for facilities registered after July 1, 2020, unless the board determines excess spending is needed to prevent imminent endangerment.
