Requires the Department of Human Resources to include the recipient's name and photograph on each electronic benefits transfer (EBT) card issued by the department.

EBT cards must also display "Fraud Hotline" with the department's toll-free fraud reporting number and the Internet website address for reporting suspected fraud in the Supplemental Nutrition Assistance Program.

Alabama State Law Enforcement Agency must provide photographs of recipients and authorized account users to the department upon request for use on EBT cards.

Requirements do not apply to individuals age 65 or older, those who are blind or mentally or physically disabled, domestic violence victims, or homeless individuals.

For minor recipients, the department shall use the photograph of the minor's parent or legal guardian on the EBT card.

The act becomes effective on the first day of the third month following passage and gubernatorial approval.
