Prohibits nonresidents from operating or permitting operation of motor vehicles registered to them in Alabama unless the vehicle is covered by liability insurance, commercial automobile liability insurance, motor vehicle liability bond, or cash deposit that conforms to the requirements of the state where the vehicle is registered.

Requires nonresidents operating vehicles in Alabama to carry evidence of liability insurance inside the motor vehicle that meets the insurance requirements of their state of registration.

Maintains existing requirements for Alabama residents to carry evidence of liability insurance and specifies acceptable forms of proof including insurance cards, binders, certificates of liability insurance, and rental agreements.

Allows evidence of insurance to be presented in tangible or electronic format, including electronic images displayed on cellular phones or other electronic devices.

Becomes effective immediately upon passage and approval by the Governor.
