HB28 Summary

• Amends Alabama Code Sections 17-11-3 and 17-11-7 to authorize any qualified registered voter to vote by absentee ballot by mail or in person without providing an excuse or meeting specific eligibility criteria.

• Removes the requirement that voters must meet one of six existing conditions (out of county, physical illness, work shift conflict, student status, military service, or election officer appointment) to cast an absentee ballot.

• Maintains existing application procedures requiring written application at least five days before the election and affidavit requirements for all absentee voters.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
