Removes the requirement that the State Licensing Board for General Contractors transfer unencumbered funds to the State General Fund at the end of each fiscal year, while allowing the board to retain up to 33 percent of its previous year's budget for emergencies.

Eliminates the requirement that the Alabama Onsite Wastewater Board transfer excess unencumbered funds exceeding 25 percent of its budget to the State General Fund.

Removes the requirement that the Alabama State Board of Respiratory Therapy transfer surplus funds greater than two years' operating expenses to the State General Fund.

Eliminates the requirement that the Alabama Board of Electrical Contractors transfer unspent and unencumbered funds exceeding $100,000 to the State General Fund by January 15 of the succeeding year.

The act becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
