• Applies only to Madison County and allows small farm wineries licensed by the Alcoholic Beverage Control Board to self-distribute table wines to retailers and consumers.

• Defines a small farm winery as producing no more than 100,000 gallons per year, with at least 50 percent of production occurring at the winery location and at least 50 percent of fruit sourced from Alabama.

• Permits small farm wineries to sell directly to consumers and deliver wine to Madison County residents age 21 or older, with shipping containers labeled with alcohol warnings and age verification required at delivery.

• Allows small farm wineries to sell table wine to licensed retailers in Madison County and contract with third-party carriers for delivery to both consumers and retailers.

• Requires small farm wineries to collect and remit all applicable state and local sales, use, and excise taxes to the Department of Revenue; exempts them from Article 10 of Alabama Code Title 40, Chapter 23.
