Increases the Russell County Coroner's annual salary from $15,000 to $54,522, effective the next term of office after the act's passage.

Entitles the coroner to the same cost-of-living increases provided to other elected officials in Russell County.

Requires the county to provide health insurance for the coroner, paid from the county general fund.

Requires the county to provide office space, budgeted operational funds, utilities, supplies, and equipment, or to reimburse mileage if the coroner uses a personal vehicle for official duties.

Becomes effective on the first day of the third month following passage and approval by the Governor.
