• Increases the threshold for county commission appointment authority from 5,000 to 25,000 water customers served in counties other than where the authorizing municipality is principally located.

• Eliminates the appointment authority of county commissions in counties where the water board owns a major reservoir located entirely within that county.

• Requires board members appointed by county commissions to be residents of the county making the appointment.

• Terminates the terms of existing board members appointed under the major reservoir provision as of the bill's effective date.

• Becomes effective on the first day of the third month following passage and approval, at which time the water board will reorganize.
