Requires wireless telecommunications service providers to install and activate filters blocking material harmful to minors on all internet-capable wireless devices beginning January 1, 2021.

Prohibits retailers from selling or leasing wireless devices unless they contain pre-installed and active filters that block access to sexually explicit material designed to appeal to minors.

Allows adults and parents to deactivate or customize filters using a unique passcode provided at purchase, with filters designed to be resistant to deactivation by minors.

Requires service providers to send filter updates, establish reporting systems for blocked material, and unblock non-harmful material within a reasonable time after report.

Establishes civil penalties of $500 per unreported harmful item, potential device reimbursement, and attorney fees; makes sharing passcodes with minors to access harmful material a Class A misdemeanor.
