Allows the Huntsville City Council to adopt an ordinance authorizing the appointment of two additional members to the library board upon adoption of such ordinance.

Madison County Commission may appoint one additional board member who must be a resident of Madison County, with an initial term of two years and subsequent four-year terms.

City Council of the City of Madison may appoint one additional board member who must be a resident of the City of Madison in Madison County, serving four-year terms.

Renames the board to the Huntsville-Madison County Public Library Board, with all appointed members serving without compensation and having standard library board powers and duties under Alabama Code Chapter 90, Title 11.

Public libraries established and maintained by the board shall serve all citizens of Madison County and becomes effective on the first day of the third month following passage and approval.
