Prohibits individuals from transporting cats or dogs on the open platform of a flatbed truck while traveling on a public highway unless the animals are secured in a cage that prevents them from falling, being thrown, or jumping from the truck.

Defines a flatbed truck as a motor vehicle with an open platform having sides lower than eight inches attached to the vehicle's frame.

Defines public highway as a road with two or more lanes used by the traveling public, excluding county or municipal roads.

Violations constitute a violation with penalties of up to $50 for a first offense and up to $200 for each subsequent offense.

Exempts individuals operating flatbed trucks and crossing a public highway to continue on a county or municipal road, and becomes effective on the first day of the third month following passage and approval by the Governor.
