Amends Section 45-38-71.01 of the Code of Alabama 1975 to apply only to Lamar County regarding sale or disposal of county property.

Requires all contracts for real property, tangible personal property, equipment, or other items owned by the county commission to be let by free and open competitive sealed bids, with the chair certifying the property description, condition, and estimated value.

Permits tangible personal property, equipment, or other items with trade-in value to be offered as a credit against the cost of property purchased under the Alabama Competitive Bid Law.

Allows tangible personal property and equipment to be sold at public auction once per year with four consecutive weeks of public advertising in countywide and statewide newspapers, with an item list available at county commission offices.

Establishes a Class B felony penalty with fines up to $15,000 and up to seven years imprisonment for knowing violations, and allows taxpayers and unsuccessful bidders to bring civil action to enjoin contract execution in violation of the law.
