Imposes an additional $6.50 fee on all matters filed or recorded in St. Clair County Probate Office, with the advisory board authorized to increase or decrease the fee after the first year, not to exceed $8.50.

Establishes the St. Clair County Mental Health Advisory Board with three members: the County Commission Chair (or designee), the Sheriff, and the Judge of Probate.

Directs fee proceeds to be disbursed monthly to the St. Clair County Commission and expended for crisis intervention services including mental health officers, psychiatric admissions, and contracting for mental health services.

Authorizes the advisory board to appoint and supervise mental health officers and assistant mental health officers as employees of the Sheriff's Office, set their salaries and performance standards, and provide specialized crisis intervention training.

Becomes effective on the first day of the third month following passage and approval, with the advisory board required to submit annual reports to the County Commission by November 1 detailing all income and itemized expenditures.
