• Amends Section 40-12-270 of the Alabama Code to update the disbursement of motor vehicle license taxes and registration fees collected by judges of probate.

• Distributes net proceeds as follows: 64.75% of additional amounts to the State; 35.25% apportioned to 67 counties (42.16% equally distributed, 57.84% by population ratio).

• Allocates remaining net proceeds with 72% to State of Alabama, 21% to municipalities or counties where vehicles are registered, and 7% to counties based on motor vehicle registration ratios.

• Dedicates $1,200,000 annually from motor vehicle taxes to the Alabama Law Enforcement Agency for traffic and motor vehicle law enforcement.

• Becomes effective beginning fiscal year October 1, 2020.
