Amends Section 13A-6-3 of the Alabama Code to add a new third provision to the manslaughter statute making it a Class B felony when a person sells, furnishes, gives away, delivers, or distributes a controlled substance in violation of law and the recipient dies as a proximate result of using that substance.

Exempts licensed physicians, pharmacists, and dentists engaged in their respective practices from the new manslaughter provision.

Declares the bill is excluded from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.

Becomes effective on the first day of the third month following passage and approval by the Governor, or its otherwise becoming law.
