HB410 Summary

• Expands reduced speed school zones to apply to every public and private school in Alabama, rather than only schools outside municipal corporate limits.

• Requires warning signs to be placed before reduced speed school zones and designating signs at zone endpoints, in accordance with Manual of Uniform Traffic Control Devices.

• Assigns sign placement and maintenance responsibilities: county commissions for county-maintained roads, municipalities for municipality-maintained roads, and State Department of Transportation for state-maintained roads.

• Defines school zones as extending 300 feet along roads abutting school grounds and applies existing doubled fine penalties for school zone speed violations statewide.

• Becomes effective on the first day of the third month following passage and gubernatorial approval, and is excluded from Amendment 621 constitutional requirements because it defines a new or amended crime.
