Proposes amendment to Section 65 of Alabama Constitution to establish an Alabama Lottery, allowing sale of instant lottery tickets and multi-state lottery games while prohibiting video lottery, internet-based games, and casino-style games.

Directs lottery proceeds first to cover administrative expenses and all prizes, then allocates one-quarter of one percent to compulsive gambling programs, with remaining balance split equally between the Department of Early Childhood Education's First Class Pre-K Program and scholarship awards.
