• Authorizes issuance of special access or disability access stickers to be placed on distinctive license plates for individuals with disabilities or their parents, stepparents, or legal guardians.

• Stickers are issued upon application and presentation of documentation showing disability status as defined in Section 32-6-230, Code of Alabama 1975, with payment of regular license fees.

• Placement of the sticker on a distinctive license plate entitles the applicant to park in areas reserved for handicapped parking, subject to rules adopted by the Commissioner of Revenue.

• Commissioner of Revenue is responsible for preparing the stickers and adopting implementation and enforcement rules.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
