Establishes a $25 service of process fee for each personal service or attempted service of documents by the Washington County Sheriff's Office in civil cases in district and circuit courts.

Establishes a $50 service of process fee for service or attempted service of process by the sheriff for matters pending or to be commenced in courts outside Alabama.

Creates the Washington County Sheriff's Law Enforcement Fund to receive collected fees, which the sheriff may expend at discretion for law enforcement purposes in the public interest.

Court clerks or their designees shall collect the fees and deposit them into the Law Enforcement Fund, which is separate from the sheriff's regular budget and does not reduce other budgeted funds or income sources.

Exempts the district attorney, law enforcement, grand juries, and Washington County from paying the fees; act becomes effective on the first day of the third month following passage and approval.
