Houston County Judge of Probate shall collect a $5 transaction fee for each motor vehicle tag issued or renewed, excluding utility trailers and tag transfers or replacements.

Three percent of collected proceeds are retained by the probate judge for office operations; remaining proceeds distributed to Houston County Commission for distribution to Houston County EMS Association and Dothan Fire Department, EMS Division.

Distributed funds must be used solely for emergency medical services including salaries, equipment, supplies, training, and matching funds, but not for facility construction or maintenance.

County commission may contract with private emergency medical services providers if deemed necessary by majority vote resolution.

Act becomes operative only upon approval by majority vote of Houston County qualified electors in an election held with the 2020 general election; if rejected, the act is repealed with no further effect.
