AL HB50

Adds valid inmate identification cards issued by incarceration facilities to the list of acceptable forms of identification for voting by absentee ballot in Alabama.

Requires voters requesting absentee ballots to submit a copy of one of the accepted forms of identification with their absentee ballot application.

Allows absentee election managers to issue provisional ballots to applicants who submit applications on or after the eighth day prior to an election without required identification, if the applicant is otherwise qualified to vote.

Maintains existing identification requirements for in-person voting, including driver's licenses, passports, state/federal employee cards, student/employee cards, military IDs, tribal IDs, and newly added inmate identification cards.

Becomes effective on the first day of the third month following passage and approval by the Governor.
