Proposes a constitutional amendment to Alabama's Constitution of 1901 specific to Jackson County prohibiting the application of treated human sewage biosolids on land as fertilizer or soil amendment.

Creates an exception allowing Class A biosolids (dewatered and heated sewage meeting U.S. Environmental Protection Agency guidelines for unrestricted land application) and manures produced by farm animals.

Election on the proposed amendment scheduled for November 2020 General Election, conducted in accordance with Sections 284 and 284.01 of the Alabama Constitution and state election laws.

Election officials must assign a ballot number and display the amendment description with "Yes" and "No" voting options on the ballot.
