AL HB54

Prohibits state agencies from giving or selling personal information of Alabama residents to third parties.

Defines personal information as an individual's name combined with Social Security number, government-issued ID number, financial account or credit card number with security codes, medical history or treatment information, health insurance policy number, or email/username with passwords.

Excludes from the definition publicly available information from government entities, encrypted or de-identified information that removes personal identifiers, and Social Security numbers showing only the last four digits.

Becomes effective on the first day of the third month following passage and approval by the Governor.
