Amends Section 20-2-25 of the Code of Alabama 1975 to add Tianeptine and its chemical variants (salts, sulfates, free acids, compounds, derivatives, and precursors) to Schedule II of the controlled substances list.

Makes possession, distribution, and trafficking of Tianeptine compounds unlawful and subjects violators to criminal penalties for distribution.

Allows for future legal possession and use of Tianeptine by medical prescription if the substance receives FDA approval for human medical use.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime and amends existing crime definitions.

Becomes effective on the first day of the third month following passage and approval by the Governor.
