• Increases State Fire Marshal permit fees for manufacturing, selling, and displaying fireworks and pyrotechnics: manufacturers and distributors from $2,000 to $3,000; wholesalers from $700 to $1,000; retailers and seasonal retailers from $200 to $300; display permits from $50-$75 depending on application timing.

• Permits the State Fire Marshal to increase fees every five years based on Consumer Price Index changes (capped at 2% annual increase), with baseline measurement from December 2020.

• Requires semi-annual transfer of 5% of collected fireworks and pyrotechnics permit fees from the State Fire Marshal's Fund to the Alabama Firefighters Annuity and Benefit Fund.

• Establishes a new State Fire Marshal's Fund (Section 36-19-31) to consolidate all fees, civil penalties, grants, and appropriations related to fireworks, pyrotechnics, and fire protection systems regulation.
