HB78 Summary

• Effective July 1, 2020, transfers the license division duties from the Elmore County Judge of Probate's office to the Revenue Commissioner's office, including issuance of driver licenses and vehicle registrations (except marriage licenses).

• Revenue Commissioner assumes all duties related to ad valorem tax assessment and collection, manufactured home registration and decals, and casual sales and use taxes on motor vehicles and manufactured homes.

• Establishes a $16,000 annual expense allowance for the Revenue Commissioner from the effective date through September 30, 2021, and increases the base annual salary to $95,000 effective October 1, 2021.

• Sets the Judge of Probate's base annual salary at $98,000 effective on the act's effective date, superseding all prior compensation.

• Both the Revenue Commissioner and Judge of Probate continue to receive cost-of-living and other salary increases granted to county employees as approved by the county commission.
