Amends Alabama Code Section 14-6-19 to authorize counties to pay medical service providers any rate or fee agreed upon by the county and the provider.

Requires hospitals receiving state or local funding for construction or operation to be paid at the then-current Medicare rate or fee schedule when no agreed-upon rate exists.

Allows counties or their contracted medical coordinating agents to negotiate payment rates with medical providers for county jail inmates.

Clarifies that counties are not responsible for medical services covered under Sections 14-3-30 and 14-6-22 or for inmates for whom another governmental entity is responsible for costs.

Becomes effective on the first day of the third month following passage and approval by the Governor.
