Names the U.S. Highway 231 bridge over the L and N Railroad track at mile point 251.681, 0.2 miles west of Oneonta in Blount County, the SSgt. Forrest B. Sibley Memorial Bridge in perpetuity.

Honors SSgt. Forrest Brent Sibley, born October 21, 1983, who graduated from Appalachian High School in Oneonta and was killed in action in Afghanistan on August 26, 2015, at age 31.

Recognizes Sibley's service in the U.S. Air Force from November 18, 2008, rising to Staff Sergeant rank with assignments to multiple Special Tactics Squadrons and four overseas deployments.

Acknowledges Sibley's military decorations including four Bronze Stars (one with valor device), two Purple Hearts, and the Air Force Commendation Medal.

Requests the Alabama Department of Transportation determine the cost of fabricating and erecting appropriate signs or markers and install them upon receiving non-state funding to cover costs.
