• Expresses legislative support for Jefferson County's $72 million federal INFRA grant application for fiscal year 2020 to construct the first 1.9-mile segment of the Northern Beltline from SR75 to SR79 in northeast Jefferson County

• Designates the Northern Beltline as a congressionally designated Appalachian Development Highway System (ADHS) project referenced in P.L. 112-141 as "a transportation priority of national interest"

• Projects that upon completion of the full 52.5-mile Northern Beltline corridor, it will generate over $2.67 billion annually in new business output, $54 million in new tax revenue, and create over 21,000 new jobs each year, with expected Gross Regional Product increase of $1.395 billion annually
