HJR71 Summary

• Creates the Old Federal Road Task Force to study identification and promotion of the historic Old Federal Road, which was constructed beginning in 1811 to connect Fort Stoddert in Mobile County, Alabama to Fort Wilkinson near Milledgeville, Georgia.

• Task force membership includes directors of the Alabama Historical Commission, Department of Archives and History, Tourism Department, and Department of Transportation; presidents of four-year public colleges/universities in the geographic area; three Alabama Senate members appointed by the Lieutenant Governor; three House members appointed by the Speaker; and one member from each congressional district where the road was located.

• First task force meeting must be called by the Speaker of the House no later than September 1, 2020, with chair and vice chair elected at that meeting.

• Task force shall study how to best identify, maintain, and promote the Old Federal Road, including accessing state and federal support and resources for signage and maintenance.

• Task force must present findings, conclusions, and recommendations to the Legislature and Governor on or before the tenth legislative day of each regular legislative session, with members receiving legislative compensation, per diem, and travel expenses for meeting attendance.
