Celebrates the 50-year anniversary of the Alabama-Tombigbee Rivers Regional Planning Commission (ATRC), which was certified on October 13, 1971, by Governor Albert Brewer.

Honors Judge Josiah R. Bonner of Wilcox County as the first ATRC Chairman, who was unanimously elected when the commission was established to serve nine counties: Choctaw, Clarke, Conecuh, Dallas, Marengo, Monroe, Perry, Washington, and Wilcox, with Sumter County added on July 1, 1971.

Recognizes ATRC's role as a certified agent for federal and state services including the Economic Development Administration, Delta Regional Authority, Rural Transportation Planning Organization, Rural Transportation Service Provider, Area Agency on Aging, and the Revolving Loan Fund.

Directs that copies of the resolution be displayed in each county courthouse and that Judge Bonner's children (Jo Bonner, Judy Bonner, and Jimmy Bonner) each receive a copy honoring their father as the first ATRC Chairman.
