Notes that Hinton's public defense attorney provided inadequate counsel and he spent nearly three decades on death row in solitary confinement.

States that following a U.S. Supreme Court ruling on March 11, 2015, the Jefferson County Circuit Court dismissed the charges and Hinton was released from prison on April 3, 2015.

Extends the legislature's deepest apologies to Hinton for his wrongful incarceration and conviction that was overturned.

Commits to reviewing existing compensation law for wrongfully incarcerated persons to identify necessary improvements ensuring fairness and equality in the compensation process.
