Billy Shoemaker graduated from Russellville High School and attended The University of Alabama School of Civil Engineering.

Shoemaker was a dedicated employee of the Alabama Department of Transportation for 40 years and retired as Division Engineer of the Second Division.

Shoemaker was elected to three terms as Mayor of Tuscumbia, Alabama, overseeing restoration of the former United States Post Office Building for Tuscumbia City Hall and other city revitalization projects.

A portion of Highway 72 in Tuscumbia, from the intersection of Old Lee Highway (MP 21.4) to 1,300 feet east of the US 43 intersection (MP 28), was named The Billy Shoemaker Highway in his honor.

The House of Representatives records the death of Mayor Billy Shoemaker with deep sadness and offers this resolution in tribute to his life and with sympathy to his family.
