Record the death of Mr. Elmer B. Harris of Birmingham, Alabama, who died on December 23, 2019, at the age of 80 years.

Acknowledge Mr. Harris's 44-year career at Southern Company, where he served as Chairman and CEO of Alabama Power from 1989-2002 and worked at Georgia Power from 1984-1989 on the Vogel Nuclear Plant.

Recognize his military service as a Lieutenant Colonel in the Air National Guard and his instrumental role in founding the Economic Development Partnership of Alabama, which facilitated Mercedes Automobile Company's entry into Alabama.

Note his service as a member of the Board of Trustees of Samford University, Honorary Consul General to Japan, and faithful member of Dawson Memorial Baptist Church.

Express condolences to his surviving family, including his wife of 57 years, two children, eight grandchildren, one great-grandson, and two brothers.
