Public accommodations and facilities operated by public entities must provide either at least one restroom for each gender equipped with a baby diaper changing station, or at least one changing station accessible to both men and women.

Each baby diaper changing station must include signage indicating its location and be included in any existing central directories or maps; stations must be maintained, repaired, replaced as needed, and cleaned with the same frequency as public restrooms.

Requirements apply to new construction and to restroom renovations costing $10,000 or more when a permit is obtained; facilities already compliant are not required to add additional stations.

Exemptions apply to public accommodations that do not allow persons under 18 years of age and to renovations where local building officials determine installation is not feasible or would violate disability access standards.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
