SB140 Summary

• Amends the Alabama Disaster Recovery Program to add establishment and operation of a Statewide Emergency Notification System for communicating emergency responses, decisions, and warnings to residents and emergency management agencies.

• Creates the Alabama Statewide Emergency Notification System Fund within the recovery fund, to be appropriated by the Legislature initially and then annually for system maintenance and operation, with additional funding available from gifts, federal grants, user fees, and other sources.

• Requires the Alabama Disaster Recovery Program Committee and State Emergency Management Agency to jointly develop system requirements and specifications within three months of initial appropriation, with the Agency serving as the awarding authority for procurements.

• Mandates the Committee submit annual reports to the Governor, legislative leaders, and budget committee chairs detailing expenditures, program operations, and the system's role in Alabama's emergency preparation, response, and recovery efforts.

• Becomes effective immediately upon passage and Governor approval.
