Grants a 2 percent salary increase to all state employees, judicial personnel, legislative personnel, and county health department employees beginning with the first pay day on or after October 1, 2020.

Excludes employees whose compensation is covered by labor agreements or contracts from receiving the increase.

Prohibits the cost-of-living increase from applying to local supplements provided to judges or other local employees whose salaries are tied to state employees.

Requires the Director of State Personnel Department, Administrative Director of Courts, and Legislative leadership to revise pay plan schedules to reflect the 2 percent increase and certify changes to the State Comptroller.

Directs that appropriations required for the increase be made through the annual budget act for affected entities rather than as a separate appropriation.
