Establishes the Physical Therapy Licensure Compact to allow interstate practice by licensed physical therapists and physical therapist assistants across member states while preserving state regulatory authority.

Requires member states to implement criminal background checks, utilize recognized national examinations, maintain continuing competence requirements, and participate in a coordinated data system for licensure and adverse action information.

Creates the Physical Therapy Compact Commission with representatives from each member state to adopt rules, oversee implementation, handle dispute resolution, and enforce compact compliance.

Grants licensees with valid unencumbered licenses a "compact privilege" to practice in remote states without obtaining separate licenses, subject to remote state laws and regulatory authority.

Becomes effective upon enactment in the tenth member state, with allowances for state withdrawal with six months' notice and amendment requiring enactment by all member states.
