Defines "relative neutralizing value" (RNV) as a calculation using calcium carbonate equivalent and fineness to represent the effectiveness of agricultural liming materials.

Requires agricultural liming materials sold or imported into Alabama to be labeled with the RNV determined by the formula: RNV=CCE x [(0.5 x A) + (1 x B)], where A is the percent of lime passing through a 10-mesh screen but not a 60-mesh screen, and B is the percent passing through a 60-mesh screen.

Amends Section 2-23-4 to add RNV as a required labeling element for agricultural liming materials sold in or imported into the state.

Reorganizes and renumbers the definitions in Section 2-23-2 to include the new RNV definition.

Becomes effective on the first day of the third month following passage and approval by the Governor.
