Authorizes volunteer firefighters to operate privately owned vehicles approved by their fire chief as "authorized volunteer firefighter vehicles" to respond to emergencies.

Permits authorized volunteer firefighter vehicles to be equipped with up to two red courtesy lights on the front and two on the rear, visible from 500 feet, but prohibits sirens, bells, or electronic siren devices.

Grants drivers of authorized volunteer firefighter vehicles responding to emergencies the right to park irrespective of traffic laws, exceed speed limits without endangering life or property, and disregard traffic laws governing direction of movement or turning.

Requires drivers to maintain a letter of approval from their fire chief dated within the last six months and carry minimum automobile liability insurance of $50,000 per person, $100,000 per incident for bodily injury, and $50,000 for property damage.

Imposes double fines for violations of traffic laws when operating an authorized volunteer firefighter vehicle in an unauthorized manner.
