• Licensed motor vehicle wholesale auctions may purchase up to 25 auction transit license plates instead of temporary seven-day plates to transport vehicles to and from auctions, with fees matching private passenger automobile registration fees plus a $2 issuance fee per plate.

• Licensed motor vehicle wholesale auctions must obtain a supplemental license for each additional place of business, with an application fee of $5 per additional location.

• Licensed motor vehicle wholesale auctions must maintain blanket motor vehicle liability insurance coverage on vehicles operated on public streets and highways, with evidence of insurance filed at application and failure subject to penalty provisions.

• Auction transit license plates may only be used to transport vehicles to and from the auction and cannot be used on service vehicles, rental vehicles, lease vehicles, or for other commercial purposes.

• The act becomes effective October 1, 2020.
