• Expands expungement eligibility to include persons charged with any felony offense, removing the previous restriction that excluded violent offenses, allowing expungement if the person is found not guilty of the charge.

• Eliminates the $300 administrative filing fee previously required for expungement petitions and prohibits charging court costs or docket fees for filing expungement petitions.

• Allows indigent petitioners to apply for indigent status and establish a payment plan for any remaining fees, with courts required to waive docket fees and court costs if the original case showed the arrest had no probable cause.

• Maintains existing grounds for expungement including dismissal with prejudice, grand jury no-bill, successful completion of court-approved diversion programs, five-year dismissal without refiling, and human trafficking victim circumstances.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
