Increases the minimum contract amount requiring a disclosure statement from $5,000 to $15,000.

Allows persons entering into multiple grants or contracts with the same state agency, department, or division during the same year to submit a single comprehensive annual disclosure statement instead of separate statements for each contract.

Permits use of alternative disclosure statement forms that contain the same required disclosures as the Attorney General-approved form.

Allows unsworn certifications under penalty of perjury to satisfy disclosure requirements in place of sworn statements, provided the certification includes authorization representation and execution date and place.

Exempts disclosure statements from submission requirement when public release would violate state or federal law, and shields state agencies from violating disclosure requirements when entering contracts without receiving such statements.
