Creates the "Equity in State Contracting Act of 2020" establishing a statewide disadvantaged business enterprise (DBE) program for state contracts for goods and services.

Defines disadvantaged business enterprises as businesses more than 50 percent owned, controlled, and operated by women or minority persons (Black, Hispanic, Asian, American Indian, or other non-majority demographic groups) with more than 50 percent of net profits accruing to those owners.

Requires the Chief Procurement Officer to develop a DBE certification process, identify assistance programs, and implement initiatives to award 15% of all state contracts for goods and services to certified disadvantaged business enterprises.

Adds DBE certification as Priority #5 in state contract bidding preferences, allowing awarding authorities to grant contracts to preferred vendors whose bids are no more than 5% greater than the lowest responsible bid.

Establishes a Study Commission on Disadvantaged Business Enterprises with five members to assess state initiatives supporting minority and women-owned businesses, requiring at least four meetings over two years and a final report to the Legislature before dissolution.
